Social Construction Is Racial Construction: Examining the Target Populations in School-Choice Policies Advocates argue that market-based policies, such as school choice, are better for poor children and children of color; yet results are mixed. How school-choice policies are designed, and by whom, influences these outcomes. We draw on theories of the social construction of the target population to examine the perceptions and assumptions held by policymakers, advocates, and other key stakeholders concerning the targets of school-choice policy across five states, assessing how constructions varied for White and racially minoritized families, whether policy actors conceive of the target of policy as the child or the parent, and how these constructions vary across different types of school-choice policies (e.g., charter school, private-school voucher, and open enrollment). Our work demonstrates how racialized social constructions matter for equity in school-choice policy, with implications for local, state, and federal policy and for future research.

The Power of Culture Online: Cultural Responsiveness in Vendor Online Courses

Despite the rapid expansion of online learning in K12 schools, the quality of online curriculum remains a “black box” for teachers, administrators, parents, and policymakers. This is especially true regarding the cultural relevance and responsiveness of online course curricula, which has implications for the learning experiences and outcomes of students. This paper describes a systematic examination of how social messages related to the “culture of power” are either perpetuated, acknowledged, or disrupted in a fully online instructional environment through an indepth analysis of curriculum in online learning spaces.
